I'm pretty sure that's not a boot up, but a wake from sleep. Waking from sleep is instant, booting up is not. Waking from sleep should never take that long and never slowly reload the menu bar, desktop and apps. This looks more of what happens when you reboot (which it itself isn't normal and shouldn't take that long to reboot), and not waking from sleep.
After a little while the Mac is at normal speed. First some apps will start, but slowly, bouncing many times.

And it’ll take another 20 seconds or so before it’s “fast”. The problem is that on both devices, when I turn them on, it can take up to 30-45 seconds to get into a working desktop. They both boot the OS from super fast solid state storage so this should not be an issue. This is regarding an iMac 5K with 2TB fusion drive (128GB NVME) and a Macbook 12” with 512GB NVME. And it’s not just me, even my boyfriend has had temper tantrums waiting for them to start when he needed to do something quickly. It’s now at the point that it’s actually an annoyance every time I use my Macs. This was true for a long time, but through the years as I’ve been updating to newer Macs I’ve noticed that this has stopped being true. So I’ve been using Macs since the plastic MacBook days and one of my favorite features was always how they woke up from sleep nearly instantly.
